Statement of Bryan O’Malley, Executive Director of the Consumer Directed
Personal Assistance Association of New York State (CDPAANYS)
“We are deeply concerned by reports that the Legislature has reached a
deal on the minimum wage that does not include increased funding for
Medicaid-only services like consumer directed personal assistance. While
we continue to strongly support a minimum wage increase that will pay
workers more money while making it easier for seniors and people with
disabilities to recruit and retain staff, passing a wage increase with no
Medicaid funding to pay for it is an irresponsible breach of the trust put
in our public officials to administer public programs. Such an action
would result in the equivalent of a prison sentence for tens of thousands
of individuals receiving services that let them stay at home, in their
community. We call on the Legislature to pass a budget that has a funded
minimum wage increase, or to not pass a budget. A late budget is better
than a bad budget. And a budget that serves as a prison sentence for the
disabled would be a bad budget.”
